"We would like to inform you that to register a Civil marriage in Singapore, either one of the couple will need to be physically present in Singapore for at least 15 days prior to the day they file a notice of marriage with the Registry. They will then need to file for a notice of marriage via our website,
www.rom.gov.sg within 3 months prior to, and at least 21 days before your marriage date. Persons who desire to marry in Singapore must satisfy the requirements of the Singapore law before this Registry may issue a marriage licence. If you intend to file a notice of marriage, you must ensure that you meet the legal requirements first before filing the notice of marriage.
This means that before a couple can file their notice of intended marriage, either the bride-to-be or the groom-to-be will need to have been physically present in Singapore for at least 15 days first. Only after they have fulfilled the 15 days requirements, then they may proceed to file for a notice of marriage via our website,
www.rom.gov.sg. The notice period must be at least 21 days before the marriage date but not more than 3 months."
